Our Mission Southern Tier Independent Restaurants Inc. STIR is a 501c3 NotForProfit Corporation. Founded in 2014 its mission is to promote the patronage of locally owned independent establishments and continue to build a vibrant restaurant scene across the Southern Tier. STIR also sponsors scholarships for SUNYBroome and BroomeTioga BOCES Culinary Arts Program students.
