Friends of Noyes Park Welcome. Friends of Noyes Park FoNP is a 501c3 nonprofit organization founded in 2014 and dedicated to maintaining Noyes Park as a safe and beautiful community space. In 2016 FoNP became an official Park Partner through a cooperative agreement with the DC Department of Parks and Recreation. FoNP stewards advocates and hosts programming education and events to help maintain the grounds and assist in the planning process for the park.
