Wayne County Community Services Organization Wayne County Community Services Organization Incorporated in 1983 WCCSO acts as a community focal point for the coordination of many programs and services benefiting those in need in Wayne County. How We Help Food Pantries Food Pantries use available resources to help families make ends meet. Donated food food acquired from the Facing Hunger Food Bank and commodities from the USDA as well as the Emergency Food and Shelter Program are used to provide for low income elderly and emergency cases each month. Medicaid Personal Care Program The Medicaid Personal Care Program includes handson inhome services provided to those who are medically and financially eligible.
