Smithfield Volunteer Fire Department - Isle of Wight County, Virginia Welcome to the Official Website for the Smithfield Volunteer Fire Department. The 4 PM Burning Law applies to openair burning which means any outdoor fire that is not covered andor contained within nonflammable barriers and the smoke from the fire does not pass through a chimney. For example a typical campfire is considered an openair fire. However an openair fire MAY be acceptable if it meets the following criteria it is completely contained within a ring of rocks .
