Why SCARF Exists The County and SCARF complement each other in many ways. While the County does the have to the Foundation raises the money for the want to. SCARF and Shelter staff give HOPE to more of the abandoned and abused animals of Shelby County by providing the care and support that animals require and need. With the Foundations fundraisers and community generosity with donating money and time allows SCARF to continue in its effort to save 100 of the adoptable animals at The Bob Sargeant Family Shelby County Animal Shelter Adoption Center.
