PROVIDE CARE REGARDLESS OF ABILITY TO PAY, INCLUDING THOSE AT HIGH RISK, BY LICENSED MEDICAL PROVIVIDERS, INC HIV TESTING, PREP, PHARMACY/ SOCIAL SERVICES.
