To provide an adequate animal shelter and facilities to serve DeKalb County, Tennessee. To ultimately remove thousands of abandoned, abused and neglected animals in DeKalb County and to provide a permanent and safe location for them with an alternative low-kill policy so these animals may receive medical attention, be altered to reduce further overpopulation, and be cared for until they can be placed in new permanent homes.
