The Center on Budget and Policy Priorities (CBPP) is a nonprofit policy institute founded in 1981 to analyze federal and state budgetary policies, particularly their impact on low-income individuals and families. It has been described as progressive or left-leaning in its policy orientations, though it self-identifies as nonpartisan.

Mission and focus

CBPP aims to reduce poverty, inequality, and fiscal inequities through research and policy advocacy. Its work emphasizes protecting safety-net programs, promoting equitable tax policies, and ensuring budget sustainability without harming vulnerable populations. The organization expanded its efforts to state-level policy analysis in the 1990s as federal responsibilities shifted to states, coordinating with the State Priorities Partnership network of over 40 nonprofits to advance shared priorities.

Aaron (Brookings Institution), Maria Cancian (Georgetown University), and Ai-jen Poo (National Domestic Workers Alliance). From 2010 to 2013, annual revenues ranged between $22 million and $37 million, with expenses averaging $26–$32 million annually.

Policy influence

CBPP is recognized for shaping debates on federal housing assistance, tax reform, and social safety-net programs. Its research has contributed to policy changes that expanded rental housing assistance and protected low-income provisions in budget agreements. During tax reform debates, CBPP advocated against regressive tax cuts and for preserving credits benefiting working families.

Research and advocacy

The organization produces analyses on budget trends, income inequality, and program effectiveness, often collaborating with policymakers and grassroots organizations. Its Housing Program focuses on increasing rental assistance and economic mobility for low-income families, while its federal tax policy work targets inequities in the tax code.
