Granite City APA Granite City APA gRANITE cITY aSSOCIATION FOR THE pROTECTION OF aNIMALS Get Involved Today. The APA in Granite City began in March of 1972 when ten hardworking volunteers decided that there was a need for a nokill animal shelter in southern Illinois. The APA was incorporated and the shelter opened in a members basement. In 1979 the ten members began fundraising efforts to begin a building fund.
