Help to Others Water Bill Assistance Program • Hampton Roads, VA WHAT IF you couldnt turn to the tap in your home for the safe clean water you needed. When we turn on the tap we expect clean water will flow freely. But for many who live in Hampton Roads this is not their reality. We have neighbors who due to a crisis beyond their control such as job loss illness or another unexpected hardship are unable to pay their water and wastewater utility bills.
