Addiction Education & Recovery Support for Berks County, PA The Council on Chemical Abuse serves in a lead role, offering the resources necessary to respond to TO PROVIDE LEADERSHIP IN THE DEVELOPMENT AND IMPLEMENTATION OF POLICIES AND PROGRAMS RELATED TO A SYSTEM OF PREVENTION AND INTERVENTION SERVICES THAT PREVENT THE ONSET OF ADDICTION AND TREATMENT SERVICES THAT PROMOTE RECOVERY FROM ADDICTION.

NEED reduces the spread of Hepatitis C, HIV, and other blood-borne pathogens due to injection drug use by providing free, clean syringes and injection supplies, as well as education and training on issues relevant to injection drug users, such as overdose prevention.
