TO PROVIDE A STATE FORUM FOR THE CONTINUED ENHANCEMENT OF THE STATUS OF CHILDREN, YOUTH AND FAMILIES BY ORGANIZING ACTIVITIES DESIGNED TO UPGRADE THE QUALITY AND QUANTITY OF HEAD START/ EARLY HEAD START PROGRAM SERVICES; COORDINATING JOINT ACTIVITIES FOR THE FOUR (4) CONNECTICUT HEAD START/EARLY HEAD START MEMBERSHIP GROUPS: PARENTS, DIRECTORS, STAFF AND FRIENDS; DEVELOPING AND COMMUNICATING JOINT POLICIES, POSITIONS AND STATEMENTS, WHICH REFLECT A CONSENSUS OF THE OPINION OF THE MEMBERS THAT LEAD TO QUALITY EARLY CHILDHOOD EDUCATION SERVICES IN CONNECTICUT; AND RECOMMENDING DIRECTIONS WITHIN THE STATE AND NATIONALLY FOR EARLY CHILDHOOD EDUCATION, INCLUDING HEAD START AND EARLY HEAD START PROGRAMS, POLICIES AND PROCEDURES.
